Do I Have to Have an HDHP to Have an HSA?

Many people wonder if having a High Deductible Health Plan (HDHP) is a requirement to open a Health Savings Account (HSA). The relationship between HDHPs and HSAs can sometimes be confusing, but let's break it down.

While having an HDHP is a common way to be eligible for an HSA, it is not the only criteria. To have an HSA, you need to:

  • Be covered by an HDHP on the first day of the month
  • Not be enrolled in Medicare
  • Not be claimed as a dependent on someone else's tax return
  • Not have any other health coverage that is not an HDHP

So, the short answer is no, you don't have to have an HDHP to have an HSA. However, there are benefits to pairing an HSA with an HDHP, such as:

  • Triple tax advantages: tax deductible contributions, tax-free growth, and tax-free withdrawals for qualified medical expenses
  • Control over your healthcare decisions and costs
  • Option to save for future medical expenses

Keep in mind that if you switch to a non-HDHP plan, you can still keep your HSA, but you can't make new contributions to it.

Many individuals ask themselves whether they need a High Deductible Health Plan (HDHP) to access a Health Savings Account (HSA). Although it’s common to have an HDHP as eligible coverage for an HSA, it’s not the sole criterion.

To qualify for an HSA, you must meet certain conditions:

  • Be enrolled in a High Deductible Health Plan on the first day of the month
  • Not be part of Medicare
  • Not be claimed as a dependent by someone else
  • Not possess any health coverage besides an HDHP

So, the answer is that you don’t necessarily need an HDHP to establish an HSA. However, opting for an HSA alongside an HDHP can provide significant advantages, including:

  • Threefold tax benefits: contributions can be tax-deductible, the account can grow tax-free, and you can withdraw money for qualified medical expenses without any tax burden
  • Greater autonomy in managing your healthcare expenses
  • A way to set aside savings for future healthcare costs

If you do transition to a non-HDHP coverage, don’t worry—your HSA remains intact, but you won’t be able to add more contributions.
