Short answer: You can use an HSA with a high-deductible health insurance plan and an FSA for healthcare expenses through employer-set pre-tax contributions; their tax treatment, portability, limits, and rollover rules differ.

What HSA and FSA are

Health Savings Account (HSA) and Flexible Spending Account (FSA) are both valuable tools for managing healthcare expenses, but they have key differences that you should be aware of.

An HSA is a savings account that is used in conjunction with a high-deductible health insurance plan. It allows you to save pre-tax money specifically for medical expenses, such as doctor visits, prescriptions, and more. Here are the main differences between an HSA and an FSA:

Key differences: tax, portability, limits

  • Tax Treatment: HSA contributions are tax-deductible, grow tax-free, and withdrawals for qualified medical expenses are also tax-free. On the other hand, FSA contributions are pre-tax but not tax-deductible, and withdrawals are tax-free only for eligible expenses.
  • Portability: HSAs are portable, meaning that the account is yours to keep even if you change jobs or health insurance plans. FSAs, on the other hand, are typically not portable and funds may be forfeited if not used by the end of the plan year.
  • Contribution Limits: HSA contribution limits are higher than FSA limits. For 2021, the annual contribution limit for an individual with self-only coverage is $3,600, and for those with family coverage, it's $7,200. FSA limits are set by your employer.
  • Rollover: HSAs allow you to roll over unused funds year after year, with no expiration date on the balance. FSAs may have a grace period or a limited carryover amount, but generally, the use-it-or-lose-it rule applies.

Why understanding matters for choosing

Both HSA and FSA can help you save money on healthcare expenses, but understanding the differences can help you choose the best option for your needs. Consult with a financial advisor or your employer's benefits department to determine which account is right for you.

Health Savings Accounts (HSAs) and Flexible Spending Accounts (FSAs) are essential financial tools for managing healthcare costs. While they share a common goal of assisting with medical expenses, their characteristics differ significantly. Understanding these differences can empower you to maximize your savings and make informed healthcare choices.
