Who is not eligible for HSA? - Understanding Health Savings Account Eligibility

Health Savings Accounts (HSAs) offer a tax-advantaged way to save for medical expenses, but not everyone is eligible to open or contribute to an HSA.

Eligibility for an HSA is determined by several factors, and there are certain groups of individuals who are not eligible for an HSA:

  • Individuals enrolled in Medicare
  • Individuals claimed as a dependent on someone else's tax return
  • Individuals covered by a non-high deductible health plan (HDHP)
  • Individuals with other first-dollar coverage, such as a general-purpose Healthcare Flexible Spending Account (FSA) or Health Reimbursement Arrangement (HRA)

If you fall into any of these categories, you are not eligible to open or contribute to an HSA. However, you may still be able to use funds from an existing HSA to pay for qualified medical expenses.


While Health Savings Accounts (HSAs) provide a great tax benefit for saving towards medical expenses, understanding HSA eligibility is crucial. Not everyone can take part, as certain groups fall outside the eligibility criteria.

Those who cannot open or contribute to an HSA include:

  • Individuals enrolled in Medicare are not eligible to contribute to an HSA, as this coverage disqualifies them.
  • If you are claimed as a dependent on someone else's tax return, you won't be able to establish an HSA.
  • Being covered by a non-high deductible health plan (HDHP) is another reason someone wouldn't be eligible.
  • Lastly, individuals who have first-dollar coverage from other sources, such as general-purpose Healthcare FSAs or HRAs, may also find themselves ineligible.

However, it's worth noting that if you already have an HSA, you can still use its funds to pay for qualifying medical expenses, even if you no longer can contribute.
